UN Security Council Approves Trump's Gaza Strip Initiative

The Security Council has voted to endorse a plan put forward by President Trump for achieving a lasting peace in Gaza, including the deployment of an international stabilisation force and a eventual avenue to a sovereign Palestinian state.

Widespread Backing with Notable Absent Votes

The resolution was adopted by a tally of thirteen supporting, with China and Russia choosing not to vote. America's representative the American delegate addressed the UN assembly that it mapped “a fresh direction in the Middle East for both sides and all the people of the region alike”.

Compromise Wording on Independence

Addition of mentions to an self-governing Palestine was the trade-off the America paid for backing from the Arab states, who are expected to provide stabilisation troops for the multinational unit.

“Interim measures that we start today must be carried out in following international law and respecting Palestinian self-determination,” Britain's representative stated.

Israeli Opposition Persists

Nevertheless, on the brink of the council decision, Israeli prime minister Netanyahu restated his government’s adamant opposition to the creation of a sovereign Palestine, casting doubt on whether Tel Aviv will permit the enactment of the internationally endorsed measures.

Main Elements of the Proposal

  • Immediate lifting of ongoing restrictions on relief supplies into the strip
  • Formation of an global security force
  • Progress on restoration and a potential “avenue to Palestinian self-determination and nationhood”

Unclear Language and Conditions

The inclusion to sovereignty was a balanced insertion to an first US version which omitted it. But the language is vague and contingent, promising only that once the PA has implemented reforms and the reconstruction of the territory is progressing, “the conditions may eventually be in position for a feasible course to Palestinian self-determination and statehood.”

International Feedback

The language did not meet of the definite pledge to the establishment of a sovereign Palestine alongside Israel desired by Arab and Islamic states, as well as EU representatives, but in statements to the council after the decision, representatives from those nations said they were ready to support the compromise in the benefit of extending the current truce and immediate measures to provide for and safeguard the millions of Palestinian residents in the strip.

“Our delegation has eventually decided to support of this document, a measure that we back its primary aim, namely the maintenance of the truce and the establishment of circumstances permitting the Palestinian population to claim their immeasurable rights to independence and statehood,” Amar Bendjama announced.

Practical Difficulties

This measure provides comprehensive monitoring control to a “board of peace” led by Trump, but of undefined composition. The board has to inform the United Nations but it is not required to follow the wishes of the global organization or by the PA.

It also calls for the formation of a Palestinian technocratic committee that is tasked with overseeing day-to-day governance of the Gaza and the delivery of services, but it is quite ambiguous who would take part.

Security Force Mission

The authority of the international stabilisation force empowers it to neutralize and disband militant organizations in the territory, but it is quite ambiguous that would-be troop contributors would consent to face such organizations. No country has so far pledged to dispatching troops.

Furthermore the criteria for changes to the PA, the prerequisite towards progress on independence, have been unclear.

European diplomats said they viewed it as pressing that the identities of the expert panel to distribute aid was agreed as without delay.
